Who's My Power Company? Charleston-Area Utility Territories & What They Mean for Rebates

Most of the Charleston area is served by either Dominion Energy South Carolina or Berkeley Electric Cooperative — and which one bills you decides which HVAC rebates you can claim. Dominion serves much of the urban core; Berkeley Electric, the state's largest co-op, serves members across Berkeley, Charleston, and Dorchester counties, including much of Johns Island, Wadmalaw, and the fast-growing corridors. Check your bill, then match your utility to its program below.

The three utilities that matter in the Lowcountry

Electric territory in South Carolina is assigned, not chosen — the SC Energy Office defines which utility serves which area, so your address decides your provider. Around Charleston that's almost always one of: Dominion Energy South Carolina (the investor-owned utility serving much of the metro area), Berkeley Electric Cooperative (the state's largest electric co-op, serving members in Berkeley, Charleston, and Dorchester counties — its Johns Island office covers the sea islands), or Santee Cooper (the state-owned utility, directly serving areas toward Moncks Corner and the coast north of the metro).

Territory lines don't follow city limits. Parts of Goose Creek, Summerville, and the islands are co-op territory while a neighbor a mile away pays Dominion — which is exactly why 'what rebate do I qualify for?' has no one-size answer in Charleston.

Why your utility decides your rebate

Utility rebates only apply to that utility's customers. Dominion Energy South Carolina publishes heating-and-cooling rebate offerings for its SC customers; Berkeley Electric offers member programs of its own; Santee Cooper runs its Empower home programs including heat-pump offerings. Installing a qualifying high-efficiency system with the wrong paperwork — or assuming a program from a utility that doesn't serve you — leaves real money unclaimed.

Water is its own map

Water and sewer follow different lines again: Charleston Water System serves the peninsula and much of the surrounding area, Mount Pleasant Waterworks serves the Town of Mount Pleasant, and Summerville-area homes are largely on Summerville CPW. Check your bill first — that's definitive. If you're moving in, Berkeley Electric publishes its service-territory explanation, and territory is assigned by the SC Energy Office, so the seller's utility is the one you'll have too.

Do Dominion rebates apply if Berkeley Electric is my utility?

No. Utility rebates apply only to that utility's own customers or members. Berkeley Electric members should look at co-op programs; Dominion customers at Dominion's SC heating-and-cooling rebates. We confirm this during your estimate so the paperwork matches your bill.

Which utility serves Johns Island and Wadmalaw?

Largely Berkeley Electric Cooperative — its Johns Island district office serves the sea islands. Pockets annexed by the City of Charleston can differ, which is why we always confirm against your actual bill.
